Because he wants to protect Peter from continuing a reckless pursuit.  But that didn't stop Peter. He made himself a makeshift Spider-Man homemade suits. And this all culminated in a battle near Coney Island between Vulture and Peter. Peter ultimately defeats Adrian and spares his life resulting in Adrian's arrest.
