Carmen Sandiego is not really a character we know a lot about. What we do know is that she was a part of the ACME Detective Agency at one point, and now she is a criminal mastermind. She is the head of V.I.L.E and she did a lot of crimes all over the world. The animated series shows that she was an orphan and she was raised right at the Golden Gate Girls School. She received a job and a home from the ACME leader at that time.

And she was quite well until she went into a life filled with crime. Since she is very savvy and smart, she does inflict a lot of damage onto her enemies. It might not seem like her character but she does have a soft side too!
